A stand alone recycle bin,I never thought this would happen!

Pocket Gear has this recycle bin utility.There's no free trial though.$5 looks expensive for a recycle bin,anyway.

Both Resco Explorer 2005 and Advanced Explorer have Recycle Bins. They only work when you delete from the respective apps. I believe Advanced Explorer is less than $5, and its a complete File Explorer Utility :)

This doesn't exactly look like it is like the Windows XP Recycle Bin we all know and love.
