I think that it is an insurance policy. (pretty steep cost imho) I download my software, make a pdf of all registration information and store both in a special pocketpc directory on an external HD. I also make a pdf of the download page, in case I need to verify my info with the purchase location. I back that up in my regular backup rotation. The shelf life of ppc software does not seem to be long, so I suspect, I will have an version upgrade and indeed a new registration number before I lose my primary source and my backup. A calculated risk, but one worth it at this time.
I haven't really had a problem, but when I have contacted a developer, I have also been able to have my registration verified and new keys issued. Result, I have not purchased the download insurance.
Incidently, much of the software I have bought, also appears to still be available.
