You might want to check your power saving configuration on your desktop pc. These settings have known to interfere in this process.

Try it with all of those settings set to never turn off or go to stanby. (Thats under power options in control panel.) The reason it appears to be more of a problem on a ROM upgrade than on a standard backup is the length of time it takes to restore from the backup file in that instance.

After having read the Dell guys forum, I realized that Outlook was the culprit behind my synching problems. Now I start by synching files and avantgo only. once that's done, I turn off Avantgo, and turn on the outlook apps, one by one. that's the only way that i've been able to synch everything for the past few days now, and even that doesn't work 100% of the time. i just keep hoping that they'll work out the bug between ActiveSynch and the latest versions of Outlook.
