What creates this? SKTools? How is it used? Can it be cleaned up?

I think SKtools stores backups of items deleted via "Invalid Registry Entry" and "Invalid Registry Values" in this folder.

That is what it looks to be, cannot locate any documentation on it, though.

I sent an email to SKTools support asking. I'll post what I hear back.

Yes, indeed. It is SKTools. I just heard back from their support. These can be enabled/disabled in each of the options in SKTools and they are there should the user wish to restore.
