There is a free one called APmemo, it is basically like Diddlebug. You can find it at www.pocketpcfreewares.com

Also, this is a function on many PIM applications like Pocket Informant or Agenda Fusion. PhatNotes also does the same thing with a lot of extra features.

You can also create a new appointment in the default Calendar application and attach a handwritten note to it. PocketBreeze will let you tap on the note icon from your Today screen and preview the note from there.
