I'm not sure but it is free calling from Skype Pocket PC to any landline phones and cell phones?

Generally not, but Skype makes happy weekends sometimes, ie last week it was free for calling anybody in Japan, two weeks ago or so it was free for US residents.

USA free to both landline and cell phone intill the end of the year. the other countries i dont know about
