I think this Scott Seligman’s Launcher is great. It doesn't have tabs, but you can make subdirectories under the launcher directory. These show up as folder icons, and tapping them expands to show all the shortcuts you have in that subdirectory. For me this is a great solution. It only takes 2 lines on my Today screen, but I have access to all my applications.

It is outdated. All launchers can give 2 lines, or even 1 line.

My point was that it doesn't need tabs--which can take up space. Obviously you can make launcher use 1 line if you reduce the number of icons. And it is free and has a small memory footprint.

does the line scrolls to left and right?

You can do that also with i.e Claunch, and tdlaunch4se even in hires.Fit 13 on a line. The last one is an improved version of the Seligman one.
