I think this Scott Seligman’s Launcher is great. It doesn't have tabs, but you can make subdirectories under the launcher directory. These show up as folder icons, and tapping them expands to show all the shortcuts you have in that subdirectory. For me this is a great solution. It only takes 2 lines on my Today screen, but I have access to all my applications.
