I used to have iCbar + cLaunch on my iPaq. The first doesn't work with Axim, the second looks ugly. Tdlaunch seems to slow dowm the Today screen, esp. after soft reset.
I use now Magic Button to close the programs, but I am still looking for a good app launcher that doesn't have to be fired off the Today screen. Something that I could assign to a button, something that allows multiple rows of icons (better else tabs), looks good in VGA, and is fast. I do use Home app every now and then, but it's not fast enough for me.
I use Scott Seligman Launcher (see mypda to see how it looks on my screenshots). It's a very simple program. It doesn't allow multiple folders like clauncher, but it looks okay on a vga screen. The icons are small and to top it off -- it's free:

From my experience, you are asking too much for a free launcher. Anyway, I am also using the launcher suggested by lorrborr and it satisfied my by far.
PS: I didn't try any non-free launcher so couldn't comment on it.
Cool to see another person using launcher. There aren't many free launcher options out there that look decent with vga screens.
I forgot to mentioned that I also use "Orthanc Software DoubleLauncher". It allows you to map 4 functions/programs to each hard button. The free version allows you to do that with one of the hard buttons only.
I use launcher also. It does sort of allow multiple folders. You just create subdirectories. I have one for games, utilities etc. As long as you make different icons for the directories, it works great--if you don't have different icons, you have to remember which folder is which. I used to use cLaunch, but this is much easier to use and configure.

Sounds to me like SmallMenu might be what you are looking for. You can assign SmallMenu to a hardware key and it will pop up in place of the start menu and allow access to a cascading menu where all your programs appear. SmallMenu and SmallMenuPlus are the same executable but you can trial the Plus version (you pay for the plus version which completely replaces the start menu, you can switch back to the hardware key only version).
Admittedly it's not completely what you want, but it's small, fast, and allows access to all your programs.

I second SmallMenu. I've been using if for about two years. Actually, it was the first piece of software that I payed for, well worth the $7 (maybe more now).
Check out iLauncher. It's not free, but it is 14.95 and I think you can get a 30% discount which brings the price to just under $10.50 -- a great price for this sw.
