CPU speed constantly switching between 200/400 with BatteryPack

I was checking to see why all of a sudden my battery was draining so fast. I found that speed is constantly alternating between 200/400 every 4-5 seconds or sometimes stuck at 400 when i have the power set to AUTO. Normally it should display 400 for a few seconds then switch back to 200 and remain at 200 with no activity. I found that Battery pack is causing the problem. More specifically when the power alarm feature is enabled. Even if I disable power alarm, the speed is stuck at 400. Only way to get it unstuck is to do a soft reset with the option disabled.(other than manually setting the speed to PowerSave). I am pretty certain this is battery pack issue since it is easily recreatable. Can someone please verify my findings?
