I have reviewed the database. It appears that he has listed many brands and that is all. I am looking for a program that has or will allow me to catalog and rate or rank teh cigars. I want to be able to look up the ones that I like and not buy the ones that I didnt like.

Why not modify the program to do that? It's easy enough to add a field or two to the database. That is the advantage of using a DB in the first place.

I tried the db and when it converted, all it brought over were the brand names. I went back to an older version of HanDBase and opened the file, exported it and then imported into the latest version of the software. The fields in the DB are Maker, Cigar, Style, Rating, Length, Ring Gauge, Price, Reviewed, Origin, Filler, Binder, Wrapper and Tasting Notes. If you think that is what you need, PM me your email addy and I'll send you the updated DB. You'll need to buy HanDBase, of course.
