Why when I download a program, and try to install it, I always get this message: "Application manager cannot install this application on you mobile device due to an invalid setup file. Reinstall and try again."?

Don't know the app you are trying to install, but many apps with self install routines must run on the desktop PC with the PDA connected via ActiveSync. Try downloading the app to your desktop and running there to see if the installation screen doesn't come up.
