With Repligo, can you open files (such as pdf) directly on the Axim, or do you first have to open them on the PC and then sync them to the Axim?

Repligo actually involves two programs - the PC converter (paid software) and the PPC viewer (free). To view files on your PPC, you must first convert them into the Repligo format using the converter program on your PC. Then you can just copy the file over to your PPC to view using their viwer program.
