Here is a program that I believe is free, it looks like it has a bit more in the area of drawings, and managing things other than the basic spreadsheet functionality of things, but not as much as you need. You still might want to give it a try though.

Really, the guys who are the best at making pocket applicaitons with lots of features are the people at
softmaker, they have already made a very nice Word Alternative, Text Maker, which actually has all the features of its desktop counterpart except printing. They are currently working on one called PlanMaker, it isn't out yet, but you may be interested in it down the line, the amount of features in these programs is great, really, everything I've ever needed to used in any of them, is there. I expect their Plan Maker application to be like Text Maker in this way: small footprint, very optimized and efficient, packed with features.
