I wonder

Is there a cheap of free calculator out there that can do fractions, percent increase and decrease, and have all of the formulas for area, circumference, volume, etc.?

If you like RPN try the HP48 emulator, you can get it here:

This is a complete emulator of the HP48 including all the built in formulas. You can also use any HP48 programs inside the emulator. There are a number of fraction programs for it. There is an emulator for windows and for Pocket PC. It can also emulate the HP39, the HP40, the HP48SX & GX and the HP49. There are also emulators for the HP41 on this site. The emulator for the HP17, HP18, HP27, HP28 and the HP42 requires you to download the ROM image from your own calculator, so unless you own one of these you shouldn't bother trying it.

Note: If you don't know what RPN means then you will not be interested in this calculator.
