Any such critter exist?

What I am looking for is-

Program A is installed in Rom. Whenever the PDA starts up, this program asks for a password before allowing access.

After a hard reset, this program would still ask for its password.

Nothing survives a hard reset...everything is redone from what I know...Just lock a piece of metal to your screen so that when they turn it on, they cant see anything...Then they cant use your ax if they steal...Lol
