I just tried to install cabinsl.exe and got a weird error...

Clicking on the file on my laptop yeilds:

"The image file C:|... ...cabinsl.exe is valid but is for a machine type other than the current machine."

Any idea what needs to be done to install?
Must it be moved to the PPC before the .exe will work?

Yes, just move it over to the PPC. It doesn't need to be installed via ActiveSync and will just work as is.
