I thought I'd mention this since I just spent about 24 hours pulling my hair out over it.

My IPAQ would not grab an IP address from my laptop after setting up ICS.

Turns out the problem all along was the fact that I upgraded to Norton Systemworks 2005, which has a worm blocker, which is basically a cheezo firewall. This was blocking DNS activity. Disabled it, and voila.

I checked this after seeing someone who had ZoneAlarm having the same issue.
