Ripping from a CD at a higher bitrate improves the quality. However, reencoding 128 kbps mp3s as 192 kbps mp3s loses quality. This even goes for burning to a CD and re-ripping. In the decoding and encoding (probably all encoding), you would lose quality. Anytime you compress in a lossy format, you lose quality.
Also, I saw somewhere that 320 is the highest bitrate the DJ will play, at least for mp3s, and I believe that it is the highest bitrate
technically allowed in the mp3 specification.
