I have a really dumb question...Can i put emulators on a reguler cellphone like an LG VX8300?

Nope, you'll need Java midlet-based emulators. There are quite a few of them, but don't expect excellent emulation speed, unless you emulate (primarily) non-gaming optimized platforms.
