Look at Pocket Gamer under the emulators section.

At this point, I don't know if any GBA emulators work really some. A few games are playable, though, or so I have heard.

Morphgear emulates GBA really nicely on WM2003 -- You'll get 30-45fps for most ROMs.

SNES and TGX16/PCEngine and Gensis are free I believe.

GBA; GBx; Sega has a 15min free trial -- after that you'll have to restart. And it also has that annoying 'unregistered' msg, etc.. at the bottom of the screen.
