I think it may depend on what kind of games you want to play. I have the 400 X5, and can play SNES RPGs, without sound, without too much of a delay.
I have heard, though, that 2003 has increased the speed a bit, but cannot say from experience. | |||||

Not sure about the 300MHz X3, but I get great speeds on my X3i. I've tested a couple of action (fast-moving) games, and get between 25-40fps emulated framerate with sound off. With sound, I get around 15-20fps emulated framerate.
p.s. These tests were using Morphgear with processor on Max Performance. It is said that the X3i has a separate graphics chip, making gaming better. However, I have never seen any physical proof of this. | |||||

On the X5 300 running WM2003, I got probably 85% speed without sound, and 75-80% speed with. I can't give you an exact frame rate, as the emulator I was using, PocketSNES Bleeding Edge, slows down considerably when FPS is displayed (perhaps it's a benchmark mode?).

Worst Axim, but 48-60fps
I used a regieditor to increase the glyph cache to 32k and advanced xscalectrl to speed my prossesor up to 358, and i'm getting 48-60fps out of 60 w/morphgear on all of my mario games and Donkey Kong Country.

I can play most games fine on my X3i, although games like F-Zero are a bit slow, although I can' remeber haw fast they were originally. Maybe playing thise games on a real SNES now, they may still seem slow by today's standards.
The only game I can't play is StarFox, I guess it's too intense. Kirby AllStars was also a bit slow for some reason. Also, I've tries running Pocket SNES in all of the cpu modes and I get the same performance if my cpu is running at 200mhz in Auto or Power Save mode or if it's at 400mhz on Normal or Maximum Performance. I do play all my games with the sound on and for the most part performance is fine, although playing these roms seems to drain the battery. As a side note, I've got Aero Fighters but are there any other over head shooters for the SNES out there that are any good? And can some one tell me what a good GameBoy Advance emulator for Pocket PC is? I really want to play Wario Ware, Inc: Mega Microgames on my PPC. I just wish that playing fighting games would be better on the X3 but the button layout just isn't right for that. | |||||

Kirby Superstar is a fairly new game, and is slow on emulators. I get about 1/2 the speed of other games on my 400mhz Mac.
