Actually... it's not slow at all, it's actually pretty fast (and accurate)without sound on... the Dell Axim X50v. I'm using Picards Gapi Tweak 1.11 with Pocket Hack Master 2004. 702 mhz is fast enough to make gba gaming smooth, trust me, others will tell you. It must be your device. If it's not a 624 mhz device, only a few games to run at a decent speed with speeds under 624 mhz (I'm thinking your device is 400 mhz). If you want a fast GBA emulator (Free) with absolutely no sound and very buggy, not as compatible as Morphgear, Here's a link:
