If you mean can they look up with just their eyes instead of lifting their heads up, they can but not nearly as well as we can.

I breed dogs and in my experiance is that they all have the ability to look up.

Unless you're really short or your dog is really tall. It is looking up everytime it looks at your face.

The CAN look up. They have an excellent sence of smell; don't know about the books and dictionaries, though.
