If you mean can they look up with just their eyes instead of lifting their heads up, they can but not nearly as well as we can.

I breed dogs and in my experiance is that they all have the ability to look up.

My experience is dogs don't generally know how to use Google to look up stuff, though.

The CAN look up. They have an excellent sence of smell; don't know about the books and dictionaries, though.
