There are many good ones on this site under Resources--Downloads. Most are free. I like Icbar, BattMemTime, Power Off, and TdLauncher.

There's a thread right here about freeware games, but it seems to go on its little tangents... but anyway, on to the freeware:

There seem to be a few fans of Nethack... it's an old-school dungeon romp.

Nutcracker may be the prettiest free game you can get. You control a little remote controlled vehicle through a foreign embassy disabling bombs while searching for clues, items, weapons, etc. Pretty fun.

NeoTiles is a nice free taipei/mahjong game.

And if you're the old-school FPS type, there's always Pocketquake , Doom4CE, and PocketWolf 3D.

Finally, if you have a few bucks to spare, there's always the bargain basement at clickgamer.com. Some decent games for under 7 bucks.

Check out the Pocket PC section of Webattack, now called www.snapfiles.com they have some good programmes, I use the freeware cleaner program to keep the Ax tidy, I would also recommend Advanced Explorer, I have the a copy of the last freeware version, if you want it email me and I'll send it over. If there is anything you can't find email me and I'll see if I have a copy of it, I went nuts when I first got my Ax collecting every peice of freeware I could find:D

Convert CE and PN Notepad are also useful.

I think a lot of people would add Space Trader to their list now.

If you are into music I recomend P-POD. (5 day free trial) it is a really good ipod emulator from Starbrite Software. It looks and feels just like an I-pod.

Also, GSplayer is brillant if you are into radio. Install GSplayer and then go on to shoutcast.com and you have got 100s of stations to play with.

I LOVE Crystal Caliburn Pinball - it's not free, but I can honestly say it's the only PDA software I have EVER purchased that ended up being worth the money I paid.

I also like Hot Death Uno (yeah, I know it seems like I should be ashamed to admit that, but I DO like it), and it was freeware last time I downloaded it.
