You're probably referring to TMC services that at this time are only availble in urope.
Destinator has information on this service: http://www.destinatortechnologies.ne...sam/index.html

Personally, I don't know of any GPS receivers that have the specific TMC capability built-in. You'll have to research this a bit more on your own.
