Yes, if you plug anything into the bottom port Activesync starts and tries to sync, slowing down the entire machine. To prevent that from happening, you must start the GPS software first and get it to looking for the GPS unit before you plug the GPS into the bottom of the Ax. (If the GPS receiver needs external power, that has to be applied before you plug it into the Axim as well.) I don't have PocketStreets, so I can't tell you how to do that, but it's more than just having the PStreets running, it has to be looking for the GPS unit on Com1 to block Activesync.
To test that the GPS unit is working, get GPSViewer.com from Holux at
http://holux.com/ (it's free) and start it up, set it for COM1 and then plug the GPS receiver into the bottom of the Axim and it should connect just fine.
