To use GPS you need a GPS user interface (software), a GPS radio to receive the GPS info from the satellites, and you need maps. You can purchase maps and install them locally to something like an SD card, or you can reference maps that are stored online -- and you'd need a data connection.

You don't need an internet connection if you have maps installed to your device, but the maps that are used by Google maps are not stored locally on your device but on the internet. To use Google maps you'll need to have some kind of connection to the internet.

Earthcomber is a gps program that has free maps that you can store on your sd card. The maps aren't very impressive graphically, but i have found them to be fairly accurate.

Some free software allows you to add your own maps, with a little calibration.

You can then download suitable google maps and add them.

I can't think of the correct software just now but I'll post again when it comes to me.

take a look at openstreetmap.org. It is an effort to create free map material. The quality of the maps vary greatly, but they are constantly getting better and so are the tools. There are about 7 tools for pocket pc, osmtracker is my current favorite... OSMtracker - OpenStreetMap

Allows downloading of the maps in advance with other tools or live over a connection.
