Perhaps some one might suggest a program like smartmap or garmap ce that i could use to pin lat an longs on to scanned in maps. After connecting the gps, i would like to see where i am. I was unable to get either of those 2 to display a map on the screen. garmap ce's documentation is in japanese english.

OziExplorer and Ozi CE will accept .bmp (and maybe .jpg) files.
