Question Notification & Alert Tones Question

Is it possible to add custom tones for notifications and Alerts?

I have all of my ringtones in the ringtone folder.
Those show up in my list for ringtones, but not when I check the notification and alert list.

So, in theory, if I create a .wav file and put it in the windows directory, I'll be able to use it as an alert?
