Scott, there is obviously something going on here on your particular unit. My tab works fine, and it seems so do others. I am sure this is not the answer you want to hear, but if KaiserTweak is the only thing that you changed, that is the prime suspect.
Worst case, do a Hard reset (use the clear storage tool in the sysmen control panels) and see if it works BEFORE installing any apps

I tried it on my tilt and I have the same problem, you stay in the address field. the tab and down arrow do basically the same thing. I have to touch the 'body' of the message on the screen to enter text.
I had this same problem. Turns out it is a setting you changed with KaiserTweak. To fix, open KaiserTweak and change PocketIE -> D-Pad Scroll Navigation to Disabled (Default).
If you read the summary of this setting, you'll see that it changes the function of the D-Pad "while in IE" from tabbing between links to scrolling the page. Looks like this messes with the tab functioning elsewhere.
