swatcap,
that's the setting you're looking for - "Automatic change time zones and clocke setting". What this does is sync the PDA time with the time on the phone network. Time will still run if you turn this setting off. You just have to set the time manually if it off or you travel to another timezone/etc.

Hmmm....I wonder why synching time with the phone network would have anythign to do with Activesynch running.

I do not know but it looks like it may have solved this issue. I will continue to monitor.
