the only thing you need for internet connectvity with a wifi device is to have a wireless router at home/work or where ever you want to use wifi... or you need to go to a place that has one if you want to use the built in wifi of any device.
there is no charge for using wireless with regard to your telephone provider. the only associated charge would be for the internet service you already pay for.
wifi is just a communication mechanism. it does nothing more than what the lan cable you use to connect your computer at home to the modem your internet provider supplied you with. wifi is not something you ever have to pay to use, unless you want to use wifi at a borders or starbucks where you need to have a subscription to t-mobile hotspots or something, but i digress
