Ipaq not recognized by WMDC;won't sync

I am trying to Synch an Ipaq RX 1950 with Outlook 2007 using Vista At Home Premium and WMDC 6.1. My computer will not recognize Ipaq under any circumstances. I have soft- booted the Ipaq, hard booted, deleted WMDC 6.1, reinstalled same, and followed advice from several other forums.

Neither MS not HP have been of any help whatsoever...again.

Although I am not a technician, I can usually muddle through software problems but have beeen unsuccessful in this case. However, the syncro worked very well using XP on a previous machine.

A couple of the usual suspects are,

Firewall
Antivirus
Main USB port, not a hub
Regional settings on both set the same

and, Start/settings/connections/usb to pc,
untick "Enable advanced network functionality"
