Why do I sometimes get no email in my inbox when I am told it is downloading 'number' of emails?
And why do I redownload what I have already downloaded and deleted when I check for new mail?

Could it be syncing your junk mailbox, sent mails, deleted items, etc? I never get "downloading" and end up with "0" new message.. :baffled:

Also the last part, do your deleted items re-appear on your device?
