neither did I, but I assumed it was because I already had it installed on my desktop. I was using it on my pocket loox 720 previously but I did have to enter the license on it.

The "free" version might be just for WM5/WM6. I just tried it for WM2003SE (out of curiosity) and I was prompted to register. :(
