I also spoke with HP at some length. We tried to get the Setup Assistant desktop application to initiate the hard reset, but the application couldn't even establish a connection to the device!
So they couldn't come up with a way to "short" pins on the 24-pin connector to reset? They might have to consult their engineers.
SKTools is another possibility if you can install a program from a card. It has the ability to initiate a hard reset.

The cab files are on their download page with the rest of the install files. The hard reset has to be enabled under Tools/Settings/Main Settings towards the bottom of that setting list. Then it can be accessed under Tools/Resets.

UPDATE: HP's Home Office vs. Small Business Service Level
Thought that I'd give you a quick update on my progress towards getting a replacement. Having spent probably 5 hours total online or on the phone with the Business technical support center...first 2 hours just to convince them that my problem was worthy of getting a replacement and the rest trying to obtain the replacement, I discovered after speaking with a supervisor there that the soonest they would even HAVE a device that they could ship me from their Repair Center was 3-4 business days. (He actually said 2-3 days, but I added the extra day because that was when they first agreed to send me a replacement.) All that when I purchased the Next Business Day 3 year contract!!
SO, since I actually bought the iPAQ itself from the Home Office site (and the contract from the only place it's available: the Business site), I called to do an RMA exchange at the Home Office number. Turns out, I should have done that first! They are shipping same day a replacement device to me with FREE expedited shipping!! AND, they arranged for FedEx to show up at another house (my neighbor's) with a pre-paid label to slap on the box when they pick it up!!
I just thought you should know...

...I read somewhere that removing the battery for 12 hours would cause the pocket pc to perform a factory reset. I have no idea if that is true or not, but you could try it and let us know......
The 11 hour, turned 12 hour, battery out test has concluded. Some interesting data to share:
The iPAQ did NOT reset
The system clock did not reset (back to 9/1/07) either
All this with the battery OUT OF THE DEVICE. The iPAQ may not have an internal battery, but it definately has one hell of an internal capacitor. I would have expected after a day completely without power that the RAM (in which the system clock runs) would have cleared. It did not.
That would definately be a plus over the Axim, which can only be without a battery for 5 minutes (if you're lucky) before the internal clock resets.
Now, if only I hadn't screwed up the device with a Sprite Backup restore!!! Ah, well, live and learn, and hopefully others will benefit from my mistake! (See? I'm already becoming philosophical about it!):o

Thanks for reporting your results. The 12 hour removal seemed like a stretch to me. I'm glad you worked it out with HP for a replacement. What a relief that must be!

you can make a factory restore using hp ipaq setup assistant the software comes with the ipaq i mean the cd software, just install that software in your computer and connect your ipaq to your computer, run the software and choose restore factory default

Just for the record - and so that everyone knows what Sprite Backup will do - we tried this solution already. The restore messed up the handheld so badly that HP's Setup Assistant could not even establish a connection to the device!

If all you need is to hard-reset you iPAQ without using hardware buttons, this program will do (use CAB version for ARM): [http://www.phm.lu/Products/PocketPC/TaskMgr/].
Most of the utilities that can hard reset a device were written for older operating systems. Many of these hard reset options do not work on WM5.0 & WM6.0 devices. Since PHM's Task Manager is one such utility and has not seen any substantial changes for several years, I really doubt it will hard reset any device running one of these newer operating systems (I'd be surprised if the SKTOOLS option works).

It works just fine (in fact, all PHM tools do). Very little has changed under the hood in this area (process management, soft/hard reset, etc) in Windows CE since 2002.
I use many of PHM's applications on my WM5.0 devices, but I don't believe the hard reset option works on those devices. Are you saying you've performed a hard reset on your WM5.0 device by using the option on PHM's Task Manager?
