OK. I owned my Dell X50v for several years and successfully used it to surf the net via my Motorola V600 phone around the world.
Since then, I've upgraded to the HP Ipaq 211 and the T-Mobile Dash with Windows Mobile 6. In the USA, surfing is fast and fun...as far as GPRS/Edge can be fun.
I just spent a few days in Milan Italy and GPRS surfing was excruciating! Connection was spotty. Connections were SLOW. It was more trouble than it was worth. A couple of years ago in Italy GPRS was good with no problems.
I used the built in Bluetooth PAN like I do here in the USA. (To me, an answer looking for a question)
Is the setup different overseas?
Maybe I should downgrade to a non-Windows Mobile phone and use the Bluetooth DUN with proxy, etc? Maybe it was just a bad couple of days for GPRS in Milan. Hard to tell.
Any of you who have traveled to Europe knows, practically all the hotels charge for using the internet. Having GPRS/EDGE access is very helpful.
I live in Rome. The only gprs experience I've had is with my Nokia 6111 during a "free" month someone gave me by mistake probably using the wrong number at a phone shop. I used the BTPhoneManager (almost seamless configuration) to setup the connection, and well, I don't know your definition of "slow", but I did not experience such grand problems. Sure it was slower than my DSL.

Well, if you want a real fast mobile connection while in Europe, visit Sweden! Here we have excellent 3G coverage with speeds up to 7,2 Mbit/s. The cheapest flat-rates subscription I know of is $16 per month! No need for land-line ADSL any more .
T-mobile UK have an 'unlimited' policy of I think 1 gig for Web and walk pay monthly... or 3 gig for webnwalk plus. Its unlimited in the sense that if you go over it nothing happens but they may ask you to use less the following month or upgrade to a 'more' unlimited package.

I'm using "3" (in Sweden) and it's unlimited! They don't even bother to state the usage on the bill. But being the father of two teenagers, I estimate about minimum 50 GB/ month.
For T-Mobile USA roaming users in Europe, GPRS/EDGE is free and unlimited. T-Mobile website says there is a charge, but I never ever saw a charge - well, I paid a $5.00 charge for the service.
Most European GPRS/EDGE/UMTS/HDPSA deals such as those mentioned require a contract - much like here in the USA.
Yes, GPRS doesn't hold a candle to DSL. So we're not talking fast. But trying to access a simple website took 15 minutes...and Milan has EDGE. Totally unusable.
Anyway, it looks like the problem may have been local (from the feedback here). I'll assume that for now at least. I'll take my old V600 Moto phone with me just in case.

You're probably right. I stayed near the border of France and Switzerland recently. I used the small allowance of roaming GPRS data that I had. Both French and Swiss networks were available where I stayed and it took a long time to open one page. Speeds were much higher when I went further into either country; GPRS was hopeless at the 'overlap.' In my case the slowdown occurred when roaming in an area where more than one network was available. My host's phone was set up to use the local network only, and it had a consistently better connection
Incidentally, I had dozens of messages inviting me to phone from the new country I was 'entering' every time my phone locked on to a different network, despite the fact that I was sitting in the garden.
OK, I'm finally in Milan again, and GPRS/EDGE is as I remember it. Not great, but usable. Thank Goodness!
HOWEVER! I got charged a data romaing fee of about $6.00 from my last trip! It was horrible then, but I know I downloaded more data than $6.00 worth. I must have stumbled through a cell system operated by WIND or something. A few years ago I traveled throughout Italy and used GPRS wuite a bit and didn't get charged anything. Not sure what the difference was this time. I'll have to check my next bill.
