voice record button doesn't power on device

When the iPAQ 210 is turned off and I push the voice record button, nothing happens. Recording will only start if the unit is already turned on.

This is different from my experience with the iPAQ 3670, iPAQ 3850 and Axim x50 devices -- all of which powered on the unit and began recording with the push of the voice record button.

Is there some new default setting that needs to be switched in order for the old behaviour to return?

I am 90% sure FrinkTL already started a thread exactly like this, or at least posted in an pre-existing thread. And well, no, the record button will not turn on the device and start recording right away.

Edit: Command & Record Buttons Don't Turn on Device

No, those settings are unchecked. "Device unlocked" appears on the Today screen.

Voice record button only works when the device is on. None of the other buttons wake the device either. Only the Power button does. (The Calendar button would wake the device also on the pre-210 devices I mentioned. The Contacts button would as well, but the 210 doesn't have an explicit Contacts button.)
