You haven't got a dodgy iPAQ. My figures are very similar.
Some of the memory is used by the operating system. For instance, I have 162.55Mb where you have 161.3Mb ROM left. The iPAQ's operating system uses quite a lot of this. The differences are probably due to a difference in the localisation; my iPAQ is a 214 (European.) Similarly, the OS uses some RAM. MemMaid is one application that will show you where the RAM is used. There is a trial version.
Some of the 'lost' memory is down to the way it is measured. Manufacturers use 1k=1000bytes where in reality there are 1024bytes in 1k. There's also a file system overhead; memory used by the OS to organise files.
Pretty much anything you buy will have less memory available to the user than advertised I'm afraid, but your iPAQ has what it 'should' have. The differences aren't that relevant with the 21x because it has a lot of memory. I have a 32Mb device and there's just 6Mb of this free once it has booted. There are ways of increasing the free memory but they aren't worth the trouble with 128Mb devices.
