Here's what I was able to find: HpIpaq214HowTo - Handhelds.org MoinMoin Wiki
Are you planning to build a new ROM for the 211/212/214?

I believe you will find it's not there.... At least not the user friendly version.

What I am hearing is the two hundred series does not have a boot loader like previous iPAQs did. If you wish to get a copy of the ROM you'll need to understand Linux. It's possible in Linux to copy the ROM to a MMC (card). Because the tools simply no longer appear to be their it is going to be far easier to brick your iPAQ.
There is a three wire serial port on the iPAQ motherboard, but again it looks like you would need to access the motherboard to use this port. IMHO when all is said and done this iPAQ appears to have been design to be unfriendly to the good folks at XDA-developers. My guess is we will not be seeing any ROM in the near future.

Could spbclone be used to copy the ROM?

Spb Clone is design to copy your programs and data files, it's not design to copy the OS/Firmware. So no.

It might be if the iPAQ 210 had a bootloader mode, the problem with this software is that the iPAQ two hundred series appears to NOT have a bootloader mode, like previous iPAQs have. There appears to be a SD loader mode, but that IS NOT THE SAME as a bootloader mode.
