ROM downloading and re-applying is not something that has been managed on this device yet. So no, you cannot have your device converted to russian afaik.

as far as I know, there are no english roms circulating for this device, sorry. I have an italian device, and even if the italan rom would suit you, I would never be able to "extract" it for you.
