I dont' know your setup.
The easiest solution is to give her the administrative rights on her WinXP pro machine. She is only able to manage everything on her PC, not the network anyway, unless you perform the group install, unattended support and so on.
Also the other one, which won't violate your original concern is that
1) Grant her the temporary admin right
2) Use her logon to install the activesync
3) Setup a synchronisation profile, getting a detailed items to sync to, e.g. Contacts, Calendar, Tasks, Mobile Favorites, Avantgo, Files, etc.. in the ActiveSync.
4) Perform successful sync
5) Take off her admin rights.
Unless she will install software on the pocket pc from the PC, she should not have any more syncing problem.
