task bar
Does anyone know of a plugin that would allow you to see all running programs on a task bar, possibly located at the bottom of the screen (or elsewhere) so that you can switch between open programs rather than closing a running program or going to: start, then making program selection?

Have you tried WisBar Advanced. It has an excellent Task Manager built-in, among other things.

That's one thing that Journal Bar/Program Bar doesn't have. You have to click a button to see the active programs.

vBar is what I have used since July and it is perfect. I have it set to run are startup (after reset), and it replaces the standard PPC close button with its own. It have another icon next to it that drops down to show the running tasks, and lets you close them without returning to them.

I have mine skinned with the standard PPC cross and a small arrow for the running tasks menu. See in the attached zip for them.

If you like the smart close, you can disable vBars close-on-click command as well.

Sorry, I misread the question.
vBar can't show it on the top or bottom bars, but they are shown on a little menu you click on from the top bar. See the picture.
