Well, since no one chimmed in I had to figure it out the hard way, but I'm posting to HELP OTHER PEOPLE if they should have the same or similar issue.
I've been able to accurately pinpoint the culprit: the iPaq 6315 doesn't play well with MY SD CARD! I have a SanDisk (*gasp*) 1GB Blue SD card. I've had the card for a little over 7 months and it has worked FLAWLESSLY with my other devices including my two Dell Axims, but it seem as though the iPaq 6315 DOES NOT LIKE THIS CARD!! It has lost data. It had "corrupted" the info on the card and sometimes it completely refuses to even recognize it. I have reformatted it about 3 times. After doing so, the iPaq plays well with it... for a time!
Luckily I have another Sandisk SD card (256 MB) but this one is almost TWO YEARS OLD so you'd think that the 256 MB card would have the problems, right? Wrongo. The 256 works perfectly fine each and every time without a hiccup or worry. Odd right? But the 256 is too small for everyday use, so I need the 1 GB working.
What I found was the problem with the iPaq Backup and Windows Media freezing was even though both of those programs are pre-installed and native to the ROM, I had them both set up to draw and write to/from the SD card!! And since the iPaq was giving attitude to the 1 GB SD card, those two programs froze!

Saved all my info from my 1 giger to my iPod (the iPod serves as a portable HDD and works wonders! Thank God for my iPod!!), reformatted the card, then transferred all my info back over. Everything seems to be working fine again. *knocks on wood*
So if anyon else experiences these issues or similar issues with the 6315 remember to test the SD card. Remove the SD card, soft reset and see if those same problem programs are acting up. If not, then you know it was the SD card/iPaq issue. Save your data from the SD card and then reformat it.
