data package vs wifi
I just read about the mini sd wifi card that can fit in the mini slot, or the sd slot, for wifi access. Why would anyone want to pay 20-40 dollars a month for a data package, when they could just buy the card and use the internet for free (in a lot of places)? How much is the wifi charge if it is not offered for free? I am speaking about a wifi network outside of your home of course.

Well the data package will get you access in the car, on the train, pretty much werever you are, without having to look for hotspots...

I'd guess most people would use both...

In most places it is illegal to use the Wi-Fi access unless you are a customer (not speaking of a data package).
Most places that I know don't charge a fee for access, but there are some places that do charge a moderate fee.
But, the bottom line is: it isn't free unless you are a customer. You cannot legally sit outside in your car (or whatever) and use their Wi-Fi for your own use, unless you did indeed purchase a data package.

I have seen people in airports and coffee shops with their laptops using wifi. Does that men that they are using it illegally? I have even seen people in national parks with their laptops doing business online (e-mails etc.). They just put their card in the side, lift up the antenna, and their they go. If it was illegal to do that, wouldn't they be able to figure out who is stealing the service with ip addresses? I do not want to break the law, but I am a little confused as to how so many are getting away with this theft.

If you live in a large metropolis like NYC then you can find tons of open, free hotpsots everywhere (in Manhattan especially). No need to spend $$$ every month for slower data speeds through a cellular carrier. But free WiFi, if you can find it, rules!!

But if you DON'T live in a place like NYC and CAN'T find open/free hotspots in places that you go and absolutely NEED to get online, then a data plan through a cellular company is recommended. With most cellular companies you won't get the same speeds as with Broadband/WiFi but some are getting close (like Verizon & Sprint). Cingular has released HSDPA (3G) which is a considerable upgrade from their EDGE speeds but T-Mobile is still in the stone ages with their spotty EDGE network and in most areas you can't even get EDGE on TMO so you're stuck with SUB-DIALUP SPEEDS of GPRS. Know what speeds and coverage you're paying for before you buy.

I think the questionable behavior that concerns most people are when people cruise through neighborhoods using people's personal unprotected WIFI networks. This may not necessarily be illegal, but it may be considered unethical. I would not appreciate someone using my personal WIFI network, but then I have encrypted it to discourage casual users from doing this.

Most businesses have their WIFI networks secured - your IPAQ may detect a network, but you won't be able to access the network unless you have some kind of encryption code or login. When I am at a business (like a mechanic's or a coffeehouse) I may check to see if there is a WIFI signal. If the WIFI is wide open, I generally assume that the WIFI there is free and surf without feeling like I am violating anything - I recently did this at an outpatient center while waiting for my friend to get out of surgery.

Many retail places, such as coffee houses, bookstores, grocery stores, even airports, etc. offer WIFI. In some cases WIFI is free while in other cases you have to subscribe to a monthly service through, for lack of a better term, a WIFI services company. The WIFI services company has established a relationship with several different retail entities to provide WIFI services in their stores. You subscribe to the service and you can access the internet anywhere you go where this WIFI service company provides service. When I am in retail or public places I may check to see if there is a WIFI signal. If there is and it is unsecured, I will access the internet with no concern about whether I am doing anything wrong. I believe if the WIFI is there, that the retail place is providing it as a service to their customers.

Some cities and municipalities have installed free WIFI services for their citizens. If I were in a city that provided this type of service, I would use it with no concern about whether or not I am doing anything wrong.

I do not subscribe to any WIFI service at this time. If I traveled extensively, I probably would since not many airports provide free WIFI and most of the coffee houses & bookstores that I would go to do not provide free WIFI. However, I have found that many hotels do provide free WIFI to their customers, so I would make it a point to stay at hotels that provide this service. Even so, there are places where you're just not going to get WIFI and that's when having a data plan through a cellular provider is handy.

Oh, and some of those cards you see people inserting in their computers may not be WIFI cards at all. They could be inserting a GPRS card in their computer to gain access using the data plan they subscribe to through their cellular provider.

The short answer is that it is illegal to access a private/individually owned hotspot if you have reason to believe that it is meant to be private. For example, the cliche but all-to-real example of sitting in your car seat outside of someone's residence accessing an "open" wireless access point.

Conversely, accessing an obviously commercial access point (like McDonald's Wayport services, etc) are generally accepted to be "public" and available to the masses to access. Most of these sites are protected by memberships, and while you can get an IP Address, you won't have access to the internet until you supply a valid username and password.
