The "Key ... automatically" box should definitely not be checked.
If you are using WEP on your router, enter the key into the iPaq in hexidecimal format. It would actually be worthwhile to temporarily remove the security features from your router until you are able to connect and then add whatever you want to use back, one at a time.
I haven't seen an iPaq with built-in wireless but I assume HP has included some kind of wireless LAN utility and it should have access to the information that you can reach from the Network Card option. In fact, the items you listed which I copied above are the ones you'd find through that link.
