Contacts not sync in Outlook

I have just installed the new microsft activesync 3.8. Not all of the contacts on my HX4705 PPC will sync with the desktop outlook. I have many on the PPC that will not show up in Outlook contacts.
The activesync window on the desktop indicates "sync status is on the device".

Does anyone know how to make the desktop and PPC match all contacts ?

Never mind. I figured it out. Under activesync options, "enable synchronization with a server" MUST not be checked.
