The iPaq will have an IP
only when it is given one, either by a DHCP server or by entering a static IP.

I would try resetting the router (there's a reset button, probably on the back that needs to be depressed for 10+ seconds). Then, go into the router's setup utility and provide a new SSID (network name), then enable wireless on the iPaq and see if it will associate and connect.
After that, you should probably get back into the router's utility and set up MAC filtering and WEP or WPA security.
