Main storage memory and application memory use the same memory, and has to be partitioned (horrible design flaw). If you decrease the amount of main memory available, it will increase the amount of program memory available.
Since generally more program memory is needed, it is fine to turn down main memory as low as you can. The worst case scenario, should it fill up too much, Windows will resize it as needed (although it does it back to the point where main memory will be very low again).
