If I install WM5 on my ipaq 4700 (rom2.01, can I downgrade using WM03 1.10 rom ? .. is the WM2003 1.10 standalone OR partial update ROM ?

I don't think it will be a simple as installing the windows mobile 2003 update to get your pocket pc back to windows mobile 2003. With the WM5.0 upgrade package you got, there is also a utility to downgrade back to windows mobile 2003. That's what I recommend you use if you decide to downgrade.

Yes, look for the utilty on the WM5.0 CD.
